Easter break: Kibaki in Uganda with Gaddafi, yet much is waiting to be done in politics at home.

President Mwai Kibaki and the Libyan Leader Muammar Gaddafi Wednesday night held bilateral consultation in Kampala, Uganda to review the status and progress of the implementation of the agreed framework of co-operation between the two countries which was signed in Sirte during President Kibaki’s visit to Libya mid last year.

During that visit a number of bilateral agreements were signed including cooperation in the oil and petroleum sector, civil aviation and the establishment of a permanent joint commission of cooperation.

At their talks last night, the two leaders expressed satisfaction on the progress of the implementation of the agreements particularly the one on the oil and petroleum sector.

President Kibaki thanked the Libyan leader investing substantial amount of money in Kenya in several projects including the extension of the oil pipeline from Eldoret to Kampala, saying that was a testimony of the confidence the leader had in the Kenya Government.

On the joint Commission of cooperation, the two leaders directed Ministers of Foreign Affairs of the two countries to meet urgently and launch the commission, which will serve as a vehicle for accelerating the agreed areas of cooperation.

The two leaders also expressed hope that following the signing of the agreement on civil aviation; the two airlines will enter into a commercial arrangement that will ensure the two countries are linked by direct flights.

At another function last night, regional leaders held a mini summit to witness the signing of the memorandum of understanding on the extension of the Eldoret – Kampala oil pipeline beyond Uganda to Rwanda.

The leaders hailed Tamoil Company, which will undertake the feasibility study and the funding of the extension of the oil pipeline from Uganda to Rwanda.

The extension of the oil pipeline from Uganda to Rwanda is a historic event, as it will provide a vital economic link between the East African region and the great lakes and also underscores the importance of the Port of Mombasa as a gateway to East Africa and the great lakes region.

Present were the host President Yoweri Museveni, Muammar Gaddafi of Libya, Paul Kagame of Rwanda, Pierre Nkurunziza of Burundi, Abdullahi Yusuf of Somalia and Ministers Moses Wetangula, Yusuf Haji and Permanent secretary Thuita Mwangi.
