He just implement the duties he is given by the Government. He is not the Government by himself. Therefore he is serving the Grand Colition Government of the two partners. It does not matter to whom he report to, but the Prime Minister will supervice his performance in his duties as well as other Ministers in the cabinet. From my point of you, the one in charge of Internal security of the whole country is powerful He can even initiate Raila's arrest through the National Security Service. Saitoti can order the security people to crack down on any group but a PM can only make statements politically. He cannot order any state security mechanism. We are tired to hear from juniors speaking defferent tunes from their own opinions. If there is anything to inform or tell Kenyans,then it should come from one Government of the two partners spokesman, but not from one's opinion. Why is Saitoti affraid to hear what Mungiki want to tell the Government? Does he know something about them, of which they want to reveal the matter?
