Many take children into care and still keep their regular jobs. Soon you see them with very big cars and new things around the compound. They can also tell the foster services that the children they have could do better if they travel on holidays more often and they will get the holidays. Leave alone clothes they get if they ask. They just need to say the children would like to go skiing or love outside activities and they get money to purchase the things. Is there any proper accounting?
